If the utility is a feeling about the experience of consuming, than all sorts of user engagement can provide a feeling. But if citizens want to be empowered to act effectively as citizens doesn’t that imply more focused forms of engagement e.g. with citizen-activists with specialized knowledge that add value from the point of view of more generally interested citizens?
